If the power only follows the seconds that’s happening in slowed down time, then it’d kill more children. BUT, if it followed real life time (as in the time other people perceive) you’d prolly kill only a couple of children

Every SECOND YOU USE kills a child in africa. Technically time isnt even passing so technically a true second wont actually pass even if you are perceiving time passing while it is stopped. Loopholes ftw

Slow down time to the point that it comes to a near standstill, then you can use it to stop time and thus a second will never pass. Though, this would only be useful if we assume that the user of the ability still feels time normally when it is slowed for everyone else.
