I'm not entirely sure how this dilemma works. Do we get to be whatever we want, but we have to stay that way for a whole hour before we can become something else? Or is it an annoying ability that needs to be refreshed every hour?

All I have to do is wear a cloak that hides my appearance all the time, and once someone tries to mug me, I rip off the cloak and I can't turn my head because of my muscles.

If you don't want the downside (and I don't see why you would care about the downside on this one) you can just press the burton and choose not to use the power
