First I kill the 5% with the first wish, with the second i bring them back to live and the third is free for me. And it didn’t specify that i can’t bring them back or can’t get more wishes, so a million wishes for me and effectively nobody was harmed.

Idea! 1) Wish for unlimited wishes (if denied, wish for no rules, then for unlimited wishes) 2) Wish for the death of 1/20 of the earth. 3) Wish for the revival of that 1/20 of the earth. 4) Go nuts on the wishes.
