"Can" is a very useful word, if you pay attention (Unless you're drunk, then you just screwed yourself) you can use it as a last resort, or escape society, if you think about it. What i'm saying is, you CAN shapeshift, if you don't, you stay a human.

It doesn't say I can't be an anthropomorphic animal, that way I can be an animal and still speak, there is no downside here, I would rather be an animal than a human anyway
