Marijuana is psychologically addictive. It is still a schedule 1 illegal "drug" in the USA, has a mood altering plchemical occurring naturally in it, and it is sold primarily to get high. This fits the entire definition of narcotic.

Did it say you WILL be addicted to narcotics? No, so there is no downside. It"s basically saying that you get to speak with animals if you get addicted to narcotics.
