While underwater... Hm. Create a combination of H20 that does not result in water that is materialistic, and then 'rub' it on your skin or something like that. You are now, in a technicality, underwater.

People! Fires can be set underwater! They will just go out fast and won't be very effective but all you have to do is go underwater. It doesn't say you have to set them underwater it says you have to be underwater when you do it.
