That was my first thought too. And loophole- dragons can use polymorph, so they can transform into pretty much anything WITHOUT excruciating pain.

If you didn’t want the pain you could just choose not to switch. Simply having the power doesn’t make you go through pain. It’s an option so there is no downside.
