Simple loop hole as I have complete knowledge over it, I would be able to stop movement of everything around me effectively stopping time, wander around until I find the sniper and kill him/her then I'm good.

It says hunt you down for the rest of tour life, which could mean the sniper kills you soon, or enevr does. Also, you could use the telekinesis and reflect the bullet back at the sniper.
