Wouldn't do a thing. Hearing aids are like glasses. They help you if you have trouble seeing, but they don't help you if you can't see at all; hearing aids can't help your hearing if you don't have hearing in the first place.

Meh. With scientific progress, it's not too difficult to imagine deafness being fixed (they've found a way to fix vocal chords) But I don't care enough about the upside to make up for the risk it won't be fixed.
