So this means I can still pay with credit card since it doesn't say that I can only pay with these dollar bills. And does it mean that only at ATMs I can withdraw dollars bills, which would mean I can get all currencys from anywhere but only dollars from ATMs. Nice, no downside

Just use a debit card or if you absolutely NEED cash just go to the actual bank teller. No downside to this at all.
