Presumably, it means every single current human, including everyone currently living in Africa. Countries are arbitrary, so obliterating that continent would just displace all the (newly rich) people to the rest of the world.

Since they would all be loaded they can be evacuated and with said wealth we can expand to other planets Plus it said every human... which means Africas being wiped out must mean just the land itself since the dead cannot be wealthy which would contradict the button
