The way I read this question, the positive gives ability to speak and understand any language, saying that any language can be spoken (speak every language), thus the downside doesn't work as every language originated in a different region, thus you can't be anywhere.

This doesn't say you have to speak any of the languages. Also it"s kind of a contradiction because if I were in Japan speaking French, then switched to Japanese, would I teleport out of Japan?
