so if I find someone at an accident. I can use any unnecessary blood (dead people, or excess blood that's bleeding out from a survivor) to save lives. in general if you don't use it for bad things, there is no downside to this power..

Simple. Go to the government and prove you are a super hero. Then they will make it a law to donate blood on a regular basis(say, half a pint a week). This should be more than enough to do any and all teleporting.

You never know who would be willing to volunteer, or maybe get 20 people who each use just a little blood? There are sufficiently worthy uses for teleportation to justify a voluntary contribution.
