Technically if you can control time, you can just make it so that 1 second = 1 month and you don't have a cool down anymore

If I use it, all I have have to do is travel a month in advanced on my last minute and then I can use it whenever I need it after that. ðŸ˜

If I can control time I can switch month and second, and minutes and years. So it would be 60 months in a year, 60 years in an hour, 24 hours in a day, 28-31 days in a second, 12 seconds in a minute, 100 minutes in a century.
