My internet speed is great. It takes 3-5 seconds to load. If there is a problem, then 5-12 seconds.

I think what it means is that the actual page takes 20 seconds to load, but the entire video loads immediately no matter the length. Helpful for movies, if you skip parts a lot, or if your connection sucks.
