I believe timelord is a rank, and even then gallifreyans don't always travel through time. You also wouldn't have 2 hearts, be able to detox poison, regenerate...etc

And create a paradox? You go back and stop yourself from pressing it, would mean you never had the ability to to back and stop yourself in the first place. Unless time travel creates alternative universes and such.

"You control time to a very extreme measure" which implies that you can both FORWARD and REWIND time, I wonder if you yourself are exempt from this, would be rather akward if not.
