every time is before 1pm AND after 1pm. its before tomorrow"s 1pm but after yesterday"s 1pm. so it"s always after 1pm

Every time is technically after 1 in the afternoon. It is either after 1 in the afternoon today or after yesterday"s one in the afternoon.
