So if you re-winded and someone said yes to something, when you re-winded another time 4 weeks later back to a different point, would their answer change to no, therefore changing time, or would their answer not be affected if you didn't rewind back to when they said their answer?

I'm confused as to what the purpose of this power would be and if you interact differently in your rewind wouldn't this automatically mean the world changes accordingly? or does this person mean like ground hog day where everything is the same except that one sentence that you are allowed to change?
