Internet Explorer is NOT AN INTERNET SERVICE PROVIDER. It is a SEARCH ENGINE. Spectrum is an example of an ISP. But i used to live in South texas, in Victoria TX. That place has to have had the worst internet.

It says the worst provider AVAILABLE, not the worst that there is. So just modify your situation so there is only one provider available to you, and it's a really good one. That way, it's technically the worst one available, because it's the only one available.
