"A public place" doesn't say there has to be people there. I can go to a public park in the middle of the night and do the hokey pokey in a hidden part of it for an hour for six hours of mind control powers.

It doesn't say someone needs to be there, only that it has to be a public place. Just go there while it's empty. Or mid control everyone around you to look away.
