They actually do have good aim, as seen in episode IV, when Ben Kenobi comments on how precise a stormtrooper"s aim is. The reason they seemed to have bad aim is because they were LETTING Luke"s party get away, so they can track the Millennium falcon to the Rebel base, as commented by Leia.
