why not, it does not say you have to use it. it can be really helpful in some situations. ? got cancer and have 1 week to live? travel to a time where they can cure it. getting almost hit by a car? travel a few seconds until the car has past you.

that is not a posible action. you cannot physically travel back in time not with yourself or time machines. you would probly break them.
