There isn't a measurement in sandbox games. You can play the whole thing. And during the linear games, the game will stop right before the last cutscene ends.

"To get" 100% means someone gave it to you, or that you bought it somehow. When I play games, I ACHIEVE 100%; I don't GET it, I EARN it. ;D
