Presumably, it means every single current human, including everyone currently living in Africa. Countries are arbitrary, so obliterating that continent would just displace all the (newly rich) people to the rest of the world.

See now...this would cause a big problem that means allllll of them come over here, we dont have enough room for that so, no definitely not. Taxes would rise, food would become an even bigger problem, animals would die a good amount would almost if not go extinct.
