There is no downside to this. It doesn't say you HAVE to use your powers, nor do you HAVE to be naked in front of someone. Just carry it as an ability.

one of my superpowers will be shape shift. I shall then become a bottle of Naked smoothie. I will then do something else (like control time or whatever) and when I'm done I'll change from a smoothie back to a human

How about insibility - naked, and only one person can see you while you're invisible to everyone else...it'll make the person who can see you look crazy.
