No, it is setting a minimum, as in at least 20 cats die every year, this also means cats will survive until the end of the universe and will never become extinct as 20 cats must die every year regardless of conditions

More than 20 cats die every year, so that would DECREASE the amount of cats that die VERY drastically. They'd still be reproducing at the same rate though, so we'd end up being overrun with cats and we'd either have to kill a ton ourselves or find a new pl... [Show full comment]

Okay so free college and setting the total amount of death of cats to 20 every year instead of additional death well we would be over run quickly but I love kitties :D (it said 20 cats will die not an additional 20 if it was additional it wouldn't be worth it)
