You shouldn't fly near the ground, you should actually always fly as high as possible. The question says you lose your flying powers for a minute, if you are flying high enough you get them back before you hit the ground.

Simple just fly high enough so when your abilities stop you have enough time for them to come back before you hit the ground... or just use your powers for party tricks :T
